Notice is hereby given that sealed proposals will be received by the Mount Holly Municipal Utilities Authority (“OWNER”) at its business office at 1 Park Drive, PO Box 486, Mount Holly, New Jersey 08060-0486 on:

Tuesday, October 13, 2020 at 10:00 a.m., prevailing time

 for the following goods or services:

Certified Environmental Laboratory Testing Services


A complete description of the goods and services to be provided under this Request for Proposal (RFP) is contained within. Any interested Proposer may obtain a complete copy of the RFP during regular office hours (8:30am to 4:00pm, Monday through Thursday) from the administrative office of the Owner, 1 Park Drive, Mount Holly, New Jersey, 08060 or by downloading a copy from the “For the Public” tab - “Public Notices” dropdown on the Owner’s website www.mhmua.com.


Signed proposals, one (1) bound original hard copy of original submittal and one (1) unbound copy of original submittal must be received at the Owner’s business office, 1 Park Drive, PO Box 486, Mount Holly, New Jersey 08060 on or before Tuesday, October 13, 2020 at 10:00 a.m., prevailing time. No late submissions will be accepted. The Authority assumes no responsibility for proposals mailed or misdirected in delivery.


The signed proposal must be made on the standard form in the manner designated in the RFP, and must be enclosed in a sealed envelope bearing the name and address of the Proposer and the name and number of the contract identified on the outside, addressed to Anthony G. Stagliano, Sr., Qualified Purchasing Agent (QPA), The Mount Holly Municipal Utilities Authority, 1 Park Drive, P.O. Box 486, Mount Holly, New Jersey 08060-0486.


All properly sealed proposals will be publicly opened, announced and recorded on Tuesday, October 13, 2020 at 10:00 a.m., prevailing time in the Owner’s conference room, 37 Washington Street, Mount Holly, New Jersey. The Owner reserves the right to reject any and all proposals, in whole or in part, and to waive any immaterial defect or informality in any proposals as may be permitted by law.


This RFP will be awarded under the “Fair and Open” process pursuant to New Jersey Local Unit “Pay to Play” Law, P.L. 2004, Chapter 19 (as amended by P.L. 2005, c.51) N.J.S.A. 19:44A-20.4 et seq.  In addition, all Proposers shall comply with P.L.1977, c.33 requiring submission of a statement of corporate ownership; N.J.S.A. 52:32-44 requiring submission of a New Jersey Business Registration Certificate and the collection of use taxes; and with the provisions of P.L.1975, c.127 and N.J.A.C. 17:27 concerning equal employment opportunity and affirmative action and the submission of proof of compliance therewith.

Position:   Communications Director and Grant Writer


Duties: Researches and applies for Environmental Grants, Municipal Grants, Renewable Energy Systems Grants and Environmental awards.  Prepares and distributes news releases, speeches, bulletins, pamphlets, circulars and other information materials designed to acquaint the general public with the functions, objectives, policies and procedures of Mount Holly Township and the Mount Holly MUA.  Monitors social media platforms and prepares responses when necessary.  Creates and maintains a constituent database, coordinates and oversees constituent service intakes, responses and communicates with the public. Creates and publishes educational and or promotional videos. Community event assistance and other duties as directed.


Requirements: An Associate’s Degree in Political Science, Communications, Marketing or a closely related field from an accredited college or university and 4 years of experience in government communications, constituent relations and intergovernmental department relations experience.  Experience in database management and creation, government research and grants, scheduling and community event planning preferred. 


Pay and Benefits:  The successful candidate will receive a competitive salary commensurate to experience and a complete benefits package is included.

Does the MHMUA offer a Senior Citizen discount?

Yes, if you qualify for the Senior Citizen property tax deduction through your tax assessor's office, you can recieve a $13.00 per quater discount on your Mt.Holly Municipal Utilitiy bills.

How can I change the name on my account?

THe MHMUA requires written documentation; such as a deed, death, divorce and or marriage certificate.

How do I change my mailing address?

The MHMUA requires a written request to change the "bill to" address on an account. Send an email with your information ( Name, account number or address and phone number) to info@mhmua.com
